Billing Policy

In 1997 the Harwinton Ambulance Association started a billing program to offset the high cost of operating an ambulance service for our community. The intent was to shift some of the burden from the taxpayer to insurance companies that already provide for ambulance transport bills. This is not an uncommon practice for volunteer ambulances in our county and our state. Approximately 61% of the volunteer ambulances in Litchfield County bill their patient's insurance companies.
Unlike larger urban areas, the call volume in Harwinton does not produce enough of a revenue stream from billing to fully support the ambulance. The balance of our funding comes from the town, donations, and fundraising. Additionally, roughly 30% of the people we transport are not town residents and this policy gives us the ability to recoup some of the expense of transporting them.
A patient’s inability to pay has no bearing on whether they do or do not receive emergency medical care. No one will ever be denied emergency medical care based on their inability to pay. This policy should never deter someone from calling 911 in an emergency.
All funds received from billing are used to provide and maintain a strong town based ambulance, while at the same time increase services when possible. Billing your insurance company does not change our not-for-profit status. We are and will continue to be a not-for-profit Emergency Medical Service Corporation. If you do receive a bill, we ask that you forward it to your insurance carrier.
